Moving companies are required to issue written estimate as either "BINDING" or "NON-BINDING". The law governing moving companies does not have a provision for any type of estimate other than "BINDING" or "NON-BINDING".
For example, estimates issued a "NOT TO EXCEED" or "GUARANTEED NOT TO EXCEED" or "FLAT RATE PRICE" are not specifically allowed under any provision of federal law.
